How can I get bigger arms and shoulders without becoming muscular?

I'm a female and I'm absolutely fed up with having boney/skinny arms and shoulders. My arms are long and thin and my shoulders are fairly broad and the collar bones stick out so much. The rest of me is not so skinny and I'm fine with the rest. I don;t like the look of women with muscular arms,.. they look quite masculine to me. Is there any way of getting more fat in my arms & shoulders? (Eating more makes no difference to them,lol) And my collar bones,.. is there perhaps a way to surgically change their position? Any good, helpful answers are most welcome!
