Is Arterial disease easily mistaken for neuropathy?

I wrote some time ago about how GP's misdiagnoised my mother's lower right leg pain as neuropathy though he knew she had extensive heart disease, hypertension, diabetes, and a recent heart attack....he insisted on this for seven weeks as her leg worse and worse, he ordered no ABI test or arterial ultrasound or refering her to the Vasular surgeons, until my mum was admitted to A/E for a vein byp and huge complications since...should he have easily confused arterial disease for neuropathy?
