Why do people constantly attack deadbeat parents?

I agree, but I also think that "the system" is trying to dissuade people from BECOMING those deadbeat parents. Yes, we all know they are deadbeats, but then it just builds the idea also to say "well, yes you are a deadbeat AND you're broke all the time AND you might go to jail/prison and NO one wants that, right!?". I'm not defending "deadbeat" parents, but I think the main reason for punishing people who don't follow societal standards is to reinforce the idea in others that they DON'T want to take that route.
