Dog Walking Help!!!!!!?

My mom thinks my dog should be walked every 30 minutes. I think that is ridiculous. We just got a new backyard door and a gate so he won't escape. My mom walks him in the morning then he is in a giant cage that can fit about 1000 of him in it then when i get home in 6 hours i walk him then when my brother gets home he walks him. Then when my mom gets home she walks him. Then after that every 30 minutes we have to walk him even in the poring rain and at night. Do you think we should do this? Cant we just let him outback. When we let him out back he wants to come back in by scratching on this metal screen protector because he broke the other screen. Should we just ignore him? Please help
