What is considered a rhetorical device?

I have to write a rhetorical ysis and the prompt asks us to yze the rhetorical devices the author uses to develop his point/argument. Would these include "comparison, narration, definition, cause and effect, etc." or "metaphor, parallel structure, alliteration, etc."? Is the first set considered rhetorical device, or method of organization?
