Why can a priest or pastor perform a religious marriage ceremony which bestows civil, governmental benefits?

to the married couple? Isn't that a mixture of church and state? Shouldn't marriage be JUST the domain of the church - and civil unions which bestow civil benefits only be performed by the government? How did they get mixed up?
