Question about The Gates Millennium Scholarship?

Okay I just want to know if you have to be in financial aid to qualify for this scholarship. I asked my dad the same thing and he says that he's not sure (he is a high school councilor). So I just want to know because I want to go to Duke University and I have pretty good grades (all A's right now). So I just need to know.
